Scanned documents commonly end up with individual pages rotated wrong — a page fed into a scanner sideways, or a whole document scanned upside down. This tool rotates by 90° increments (the only rotations that make sense for fixing orientation, as opposed to an arbitrary angle) and can target specific pages or the whole document, since a scan can easily have some pages correctly oriented and others not.
Rotating a page changes its orientation metadata and how it displays, not the actual content within it — text stays selectable and searchable exactly as it was, images keep their original quality. This is a metadata-level change, not a re-render of the page.
